Abstract The policy capacity framework offers relevant analytical ideas that can be mobilized for health system strengthening. However, the employment of this in field constitutes a interdisciplinary gap knowledge. This themed issue explores relationships between and strengthening, multidimensional way, high-income low–middle-income countries. introduction unpacks dynamic interrelationships bringing together common distinct elements from both fields summarizing possible them. analysis shows increase our knowledge on policies system’s critical themes reforms. challenge could followed by exploring convergences them, as far concepts/themes (types capacities other themes) levels are concerned.
